Job Description

POSITION OVERVIEW:

The Sustainability & Environmental Manager at National Cement in Lebec, California, is a very autonomous role and will be responsible for developing, implementing, and overseeing environmental policies and procedures to ensure compliance with local, state, and federal regulations. This role involves conducting environmental audits, managing permits, and leading sustainability initiatives to reduce the environmental footprint of the company's operations. This is largely an operational function with a significant time spent in the field. Our Sustainability & Environmental Manager will engage and collaborate with plant management to implement and oversee procedures related directly to environmental issues and ensure compliance across the company.

National Cement has engaged into a very ambitious decarbonization project ( with the support of multiple public and private parties. The environmental manager will be a key team member within this project

KEY RESPONSIBILITIES:

  • Develop and Implement Policies: Create and enforce environmental policies and procedures to ensure compliance with environmental laws and regulations.
  • Compliance Management: Ensure all operations comply with local, state, and federal environmental regulations. Monitoring and reporting for air/water/hazmat: Title V, AB32, GHG MRR, NESHAP, NESHAP RICE, MACT, PSD and NSR, NPDS, SWPP, SPCC, TRI…
  • Environmental Audits: Conduct regular environmental audits and assessments to identify areas for improvement. Observe operations of Plant (including monitors, CEMS operations, CARB VEE Method 9,) and report breakdowns, upsets, and request variances for any APCD or permit violation.
  • Permit Management: Prepare and manage all federal, state, and local environmental permits and regulatory documentation.
  • Training and Awareness: Facilitate environmental training programs to raise awareness among employees about environmental issues and best practices.
  • Sustainability Initiatives: Lead initiatives to reduce waste, improve resource efficiency, and promote sustainable practices.
  • Performance Monitoring: Monitor and report on the company's environmental performance and progress towards sustainability goals.
  • Incident Management: Manage environmental incidents and support remediation efforts.
  • Stakeholder Engagement: Engage with internal and external stakeholders on environmental issues and corporate social responsibility. Attend public meetings, and other community related functions.
  • Technical Advice: Provide technical advice on environmental management to other departments.
  • Team Leadership: Lead and mentor a team of environmental professionals.

  • Safety Department:
  • Coordination: Work closely with the Safety Department to ensure environmental policies align with safety protocols.
  • Training: Collaborate on training programs that address both environmental and safety concerns.
  • Incident Response: Jointly manage incidents that have both environmental and safety implications.
  • Production/Labor Department:
  • Process Optimization: Partner with Production/Labor to optimize processes for environmental efficiency.
  • Resource Management: Ensure sustainable use of resources in production activities.
  • Compliance: Monitor production activities to ensure compliance with environmental regulations.
  • Maintenance Department:
  • Preventive Measures: Develop preventive maintenance schedules that minimize environmental impact.
  • Waste Management: Collaborate on waste management strategies to reduce environmental footprint.
  • Equipment Upgrades: Work together on upgrading equipment to more environmentally friendly options.
  • Electrical Department:
  • Energy Efficiency: Implement energy-saving initiatives and monitor electrical usage.
  • Sustainable Practices: Promote the use of renewable energy sources and sustainable electrical practices.
  • Compliance: Ensure electrical systems comply with environmental standards.
  • Garage Department:
  • Vehicle Emissions: Manage vehicle emissions and promote the use of eco-friendly vehicles.
  • Maintenance: Ensure regular maintenance of vehicles to minimize environmental impact.
  • Training: Provide training on environmentally responsible vehicle operation and maintenance.
  • Quarry Department:
  • Land Management: Collaborate on sustainable land management practices in quarry operations.
  • Rehabilitation: Develop and implement quarry rehabilitation plans to restore natural habitats.
  • Compliance: Ensure quarry activities comply with environmental regulations and standards.

QUALIFICATIONS:

  • Education: Master’s degree in Environmental Science, Environmental Engineering, or a related field.
  • Certification: Professional certification such as Certified Environmental Professional (CEP) is preferred.
  • Experience: Extensive experience in environmental compliance and sustainability, preferably in the cement or construction industry.
  • Skills: Strong knowledge of environmental regulations, excellent communication and leadership skills, and the ability to manage multiple projects simultaneously.

  • Visual Acuity: Good vision for reading documents, inspecting equipment, and observing environmental conditions.
  • Communication: Effective verbal and written communication skills for interacting with team members and stakeholders.

  • Outdoor Exposure: Regular exposure to outdoor weather conditions, including heat, cold, and precipitation.
  • Noise Levels: Exposure to moderate to high noise levels typical of industrial environments.
  • Protective Gear: Use of personal protective equipment (PPE).
